Resignation & Retirement Information/Notice

Resigning or retiring can be overwhelming.  The information below can help as you consider and work through this process. You first need to determine whether you are resigning or retiring -- there is a difference between resigning and retiring from VASD.  Resigning simply means you are ending your employment with VASD.  To retire from VASD, you must meet the retirement eligibility requirements for your Retirement Tier found in the Employee Handbook (Section 7).  If you want to retire and are eligible to do so, retiring from VASD allows for additional retirement benefits.  More information about retiring can be found below and also in the VASD Retirement Guide Book.

RESIGNING or RETIRING FROM VASD - Action Items

STEP 1: Determine if you are resigning or retiring from VASD as above.  

STEP 2: Submit your electronic Resignation or Retirement Notice to your supervisor and Human Resources by completing the Resignation and Retirement Form in Talent Ed. Once you are logged in, click "Available Forms" and then click "Resignation and Retirement Form".  Please submit this form as soon as possible, as it is your official notice to VASD that you will be resigning or retiring.  A resignation letter or email is not needed to resign, but may be attached to the Resignation and Retirement Form if desired.  

STEP 3: Prior to your last day worked whether resigning or retiring

  • Turn in any VASD building keys and your district ID badge to your supervisor

  • Turn in all VASD issued technology to your building technology department

  • Complete the VASD Exit Survey in TalentEd, as we value your experiences and feedback 

Additional Information Regarding Final Pay & Benefits

  • Final Paycheck(s)
    • Your remaining paycheck(s), after you submit your notice, will be prorated based on your remaining pay.  Please be aware, in most cases your final paycheck(s) will be smaller than your normal paycheck because of how pay periods fall within the fiscal year.  You will receive a more detailed calculation of your final paychecks after you submit your notice to resign/retire.
    • You can continue to access your paychecks and other important information on Skyward Employee Access.  Please note your Skyward login and password information for future use.
  • Time Off Payout(s)  
    • Time off is allocated at the beginning of the fiscal year but is prorated based on your resignation date if leaving prior to the end of the fiscal year/school year.  You may be required to pay back overused time off.
    • General leave:  If you have reached the required years of service prior to separation, your accrued and unused general leave will be paid out to a 403(b) account with WEA Member Benefits:
      • HOURLY STAFF with at least 8 years of VASD service:  1st 141 days (1,100 hours) will be paid out to a 403(b) account in your name at the rate of $16/hour.  Any remaining hours will be paid to you directly at the rate of $16/hour.
        •  If you do not have a 403(b) account with WEA Member Benefits, please create one by clicking here
      • CONTRACTED STAFF with at least 5 years of VASD service: 1st 141 days (1,057.50 hours) will be paid out to a 403(b) account in your name at the rate of $40/day. Any remaining hours will be paid to you directly at the rate of $60/day.
        •  If you do not have a 403(b) account with WEA Member Benefits, please create one by clicking here
      • CTS SALARIED STAFF with at least 8 years of VASD service:  1st 141 days (1,100 hours) will be paid out to a 403(b) account in your name at the rate of $16/hour.  Any remaining hours will be paid to you directly at the rate of $16/hour.
        •  If you do not have a 403(b) account with WEA Member Benefits, please create one by clicking here
      • ADMINISTRATORS with at least 1 year of VASD service: 1st 141 days (1,100 hours) will be paid to a 403(b) account in your name at the rate of 50% of your daily rate.  Any remaining hours will be paid to you directly also at the rate of 50% of your per diem. 
        • MidAmerica will reach out to you to create an account.
    • Vacation: Accrued and unused vacation will be paid out via payroll at your regular hourly rate of pay.
    • Comp Time: Earned and unused compensatory time will be paid out at your regular hourly rate of pay on your final paycheck.
  • Breach of Contract Fee
    • CONTRACTED: Your breach of contract fee is $1,000 per Section 16.09 of the Employee Handbook and Contract.  You will see this fee withheld from your remaining paychecks.  If we are unable to recuperate the full amount, you will receive a separate invoice.
    • ADMINISTRATOR: Your breach of contract fee is $2,500 per your signed Administrative Contract.  You will see this fee withheld from your remaining paychecks.  If we are unable to recuperate the full amount, you will receive a separate invoice.
  • Insurance & Benefits Termination
    • VASD health, dental and/or vision insurance that you are enrolled in will go through at least the last day of the month in which you work.  You may see an adjustment to your benefit premiums on your last paycheck, if needed.
    • VASD flex spending, life and disability insurance that you are enrolled in will go through your last day worked.  
    • COBRA continuation notices will be mailed to your home within four weeks of your last day worked.  

Retirement & Retiring from VASD

Retiring can include several factors.  For example, if you're at least age 55 and you want to retire, then you can begin receiving your WRS retirement benefits.  But, that doesn't automatically mean that you're also eligible to "retire" from VASD.  Retiring from VASD means that you have met the retirement eligibility requirements for your retirement Tier, and by doing so, that you'll receive certain retirement benefits from VASD upon your retirement.   

WRS Retirement Estimate

Regardless of whether you're eligible for VASD retirement benefits, when the time comes, you will need to request an of your WRS pension benefits from The Employee Trust Funds (ETF), the organization that manages WRS and other State of Wisconsin benefits.  You can do that by calling ETF at 877-533-5020.  You can also use WRS's online calculator to estimate your pension.  

VASD Retirement Eligibility

To "retire" from VASD means that you have met the retirement eligibility requirements for your retirement tier as per the Employee Handbook (Section 7).  If you have, then you will be eligible to receive certain retirement benefits from VASD when you retire.  f you are eligible to retire from VASD, then you will need to submit a timely Notice of Retirement (as above in Action Step 1).    

Not sure what Retirement Tier You Are? 

In August of 2014, all VASD employees were assigned a retirement eligibility level -- Tier 1, 2, 3 or 4.  Since then, Tier 1 has been phased out and only a small group of employees are still eligible for Tier 2 retirement benefits.  Your Retirement Tier, along with your employee type and years of VASD service, drives when or if you'll be eligible to receive VASD retirement benefits.  If you were hired on or after July 1, 2011, you are a Tier 4 retiree.  If you're not sure of your Retirement Tier, you can email payrollbenefits@veraon.k12.wi.us to find out.  

VASD Retirement Benefits
All Retirement Tiers will receive (1) a contribution to a Health Reimbursement Arrangement (HRA) account and (2) Severance Pay, which is a payout of accrued general leave, per the Employee Handbook.  Retiring Administrators and Certified Staff are also eligible for an additional salary stipend for a set period of time. Those details are also in the Employee Handbook.  If you accrue vacation and/or comp time, that will also be paid upon retirement again, per the Employee Handbook.
