Elementary School FINAL Attendance Area & Grandfathering Rules

ELEMENTARY SCHOOLS:

Below are three maps that depict the Verona Area School District boundaries and attendance areas. They also show the 61 different neighborhoods that we have divided the District into for analysis and reference purposes.

The following details the rules for determining elementary school placement:

1. For the 2019-2020 school year, elementary school students will attend their current attendance area elementary school as shown in Map A with the exceptions of students in Core Knowledge Charter School, New Century Charter School, the Verona Area International School and the K-5, Two-Way Immersion (TWI) program. Please see #’s 5 and 6 for additional information regarding these programs.

2. In 2020-2021, the new elementary school boundaries (Map B) will go into effect for all students in grades K-4 with exceptions as noted above in #1. Parents of 5th grade students (only 5th grade and only those in neighborhoods changing schools) may choose to have their 5th grade student continue to attend their 2019 – 2020 elementary school OR attend their new elementary attendance area school. Transportation will be provided by the District regardless of choice.

• Parents of current (2019 – 2020) 4th graders who will be impacted by the boundary
  change and who wish to remain at their current elementary school for 5th grade in
  2020-2021 must notify the District no later than December 1, 2019. The
  notification timeline and process is detailed in this communication.

o This option of current elementary school or new attendance elementary school
   applies to 2020 – 2021, 5th grade students only and only those impacted by
   the boundary change. This is not applicable to younger grade siblings.

o Upcoming 5th graders who choose to remain at their current elementary school
   for the 2020-2021 school year will still be required to attend their assigned middle school in 2021 based on the new boundary maps which go into effect the 2020-2021 school year.  This may mean that a student who opts to stay at their current elementary school may attend a different middle school than the rest / majority of their elementary school classmates.

3. Elementary school students (grades K – 5) who move into the District for the 2020 – 2021 school year or later school year shall attend the elementary school as detailed in Map B and with exceptions as noted in item #1 listed above.

4. Elementary school students (grades K – 5) who move within the District for the 2020 – 2021 school year or later shall attend the elementary school as detailed in Map B. If that move happens during the course of the 2020 – 2021 school year, they may finish that school year at the school they started the year at. District transportation will not be provided in that instance. If the move places them in a new elementary school attendance area, that placement takes effect the start of the 2021 – 2022 school year.

5. K-5 students enrolled in Core Knowledge Charter School (CKCS), New Century Charter School (NCS) or Verona Area International School (VAIS), will attend the school where their program will be located. For the 2020-2021 school year, elementary programming for CKCS, will be in the Badger Ridge/Core Knowledge site, which is currently the main building of the high school. NCS and VAIS will be located in their new site, which is currently the K-wing portion of the current high school.

6. K-5 students enrolled in the Two-Way Immersion program (2020 – 2021) will be assigned to either Glacier Edge or Sugar Creek based on location of residence, space availability, and maintaining an English / Spanish language speaker balance in classrooms. This may necessitate a change in school placement for a limited number of students. The District will be in contact with families affected by these changes. Additional information about placement guidelines for incoming TWI students will be forthcoming as enrollments for the 2020 – 2021 school year become more defined.

TIMELINE FOR NOTIFICATION AND INFORMING DISTRICT OF

September 30:  Email notice of Attendance Area Changes with maps, decision rules and grandfathering option notification procedure / timeline sent to ALL parents / caregivers in VASD.

October 7:  Email message with link to ‘Jotform’* sent ONLY to affected MS and Elementary families. This means this email message only sent to those families who have a choice in grandfathering as detailed above. Those families that are moving that do not have this choice will not receive this notice.

October 14:  Second email message with link to Jotform sent ONLY to affected MS and Elementary families who have not yet responded to first message. This means this email message only sent to those families who have a choice in grandfathering as detailed above above. Those families that are moving that do not have this choice will not receive this notice

October 21:  Follow up with same message in paper form sent via US Mail (with addressed / stamped return envelope) to those who have not completed either Jotform message.

November 4:  Follow up with personal contact from the Registration Office to families who have not replied.

November 11: 
Personal contact from building to families who have not yet responded.

Confirmation:  
In all cases regardless of choice, a confirmation letter will be sent verifying choice.

* Jotform is an online application which allows us to create custom digital forms that are both secure and easy to use. In this particular case, once a parent/guardian submits their "grandfathering" choice online, we will be able to export this data and apply the individual response to their students "next school" indicator in PowerSchool.
